Special Advice from Global Colours regarding their NEON pigments: Our Neon Pigments have been used extensively for many years on millions of faces without any reports of problems. Neon pigments are widely used by face painters around the globe however, the US FDA and EU Commission have not tested them to be used in cosmetics and so they cannot officially be approved as a cosmetic. As such they require labelling as Special FX.
